The United Africa is the one African nation UAO is proposing to the African People. The proposed nation is constituted by a democratic
unification and federation of all Modern African States and all Traditional African States. The UAO believes strongly that a peaceful,
prosperous and respected Africa emerges only from the creation of United Africa.

The Political Need

Evidently, Africa is confronted by enormous global challenges, perils and domination but the internal divisiveness of Africa saps
the strength needed to handle these threats.  As a result of African disunity, peace and prosperity have become unachievable
and unification & democracy have become unattainable. Hence the urgent political need for one United African Nation - The
United Africa.

The United Africa Nation

The United Africa is the constitutional and democratic unification and federation of all current African States and all African Ethnic
Groups. The United Africa is essentially the Federation of Modern African States and Traditional African States - the ethnic
nations of Africa before the partition of Africa. The federation of Modern Africa and Traditional Africa creates a New Africa.

The United Africa Constitution

The Sacred Contract between United Africa and the African People is a contract to maintain liberty, democracy and unity through
a meaningful political structure and a meaningful political system. The new political structure creates the African Federalism and
the new political system creates the African CoEquals. The African Federalism ensures effective geopolitical balance of power
and the African CoEquals ensures effective institutional balance of power.

The African Federalism
The 5 geopolitical entities to constitute the new political structure of Africa are the United Africa Nation, the African State, the
African Province / Region, the African Locality and the African Municipality. African Federalism creates a super-neutral federal
government to eliminate majoritarian dictatorship by majority Ethnic Groups in African States.

The African CoEquals
The 5 institutions to constitute the new political system of Africa are the Presidency, the Legislature, the Unity Assembly, the
Judiciary and the Justiciary. African CoEquals creates a super-neutral government institution to eliminate majoritarian
dictatorship by the majority political party.

The Presidency

The Presidency of the United Africa is one constitutional office held by one African person. The President of United Africa is the
Chief Executive of the nation, the Commander-In-Chief and the head of the Civil Service.

The Election of the President
The President of United Africa is elected by one person one vote. Total votes are  converted into Presidential Electoral Votes.
Each African State has equal Presidential Electoral Votes and Each African Province / Region has equal Presidential Electoral
Votes. The Total Presidential Electoral Votes of the States is equal to the Total Presidential Electoral Votes of the Provinces /
Regions. This means that in essence, the President is elected by the equal political power of Modern African States and
Traditional African States located primarily in the Provinces / Regions of the African State.

The Responsibility of the President          
The President executes the law, supervises the civil service, maintains national security and conducts foreign policy.

The Legislature

The Legislature consists of two political chambers -  The House of the States and the House of the People. It is generally the
ideological chamber since representatives are elected by ideological persuasion from a geopolitical jurisdiction of Africa. It is
designed to be a microcosm of the social diversity of Africa. It is a political chamber that  reflects the African social landscape.

The Election of the Legislature
A Representative of the House of the States is elected by all the people of the State. A Representative of the House of the People
is elected by the all the people of the Provinces / Regions. Essentially, State Representatives represent Modern Africa States in
the Federal Legislature and Provincial / Regional Representatives represent Traditional African States.

The Responsibilities of the Legislature
The Legislature makes the law and supervises the budget of the nation.

The Unity Assembly

The Assembly is the National Unity House. It is a political chamber, but it is non-ideological since Representatives are elected
according to their occupational affiliation. It is designed to be ideologically super-neutral since it is elected by the people from
occupational constituencies. The super-neutrality of the Assembly ensures that government institutions that must at all times be
politically-neutral, such as the Judicial Institution, the Justices Institution, the Civil Service Institution, the Monetary Institution and
the Military Institution never ever become an arm of any political group, any economic group or any social group.

The Election of the Assembly
The Representatives of the Assembly are elected by various occupational, trade and economic groups that contribute
substantially to the African economy. Each occupational group has equal number of Representatives. Essentially, the
Representatives of the Assembly represents economic constituencies with economic contributions deemed substantial enough
to be a political check on the excesses of the ideological branches of government – The Presidency and the Legislature.   

The Responsibilities of the Assembly
The Assembly protects the functional integrity of constitutional institutions from ideological  undermining. It is responsible for
appointments of Africans to non-political offices of the nation such as Judges to Supreme Court, Attorneys to the Justice
Department, and Financial Economist to the United Africa Monetary Board.

The Judiciary

The Judiciary is the House of Liberty. It is an institution that has been granted sufficient constitutional powers and is adequately
protected to be conscientiously impartial in the administration of justice. The Judiciary is appointed.  

The Appointment of the Judiciary
The Judiciary is appointed by the National Unity Assembly and confirmed by the President. A two-thirds Vote overrides the
Presidents objection.  

The Responsibilities of the Judiciary
The Judiciary interprets the law. It is given a  primarily responsibility to protect the liberty of the African.

The Justiciary

The Justiciary is the House of Justice. It is an independent branch of government that has been granted sufficient powers and
that is adequately protected to be scrupulously fair in the administration of justice. The Justiciary is appointed.

The Appointment of the Justiciary
The Justiciary is appointed by the National Unity Assembly and confirmed by the President. A two-thirds Vote overrides the
Presidents objection.

The Responsibilities of the Justiciary
The Justiciary enforces the law . It is given a primary responsibility to carry out justice without fear or favor and out of the control of
a political group, economic group or social group.

The Vital Non-Political Institutions

The United Africa Monetary Board
The House of Economics is created to protect the African Economy. The leadership is appointed by the Assembly.

The United Africa Military
The institution created to protect the Land of Africa. It is headed by the President.

The United Africa National Emergency Service
The institution created to protect Africans from disasters. The leadership is appointed by the National Unity Assembly .

The United Africa Election Board
The institution created to protect the African’s vote. The leadership is  appointed by the National Unity Assembly .

The United Africa Civil Service
The institution headed by the President to provide the African, good government services.

The United Africa Press
The institution privately and freely created to provide the African, the truth.
