To understand the source of disagreement that have led to the political and economic weakness of Africa, one must take the
temperature of the political sentiment of the two power blocks. Even a casual assessment of the political sentiments of Modern
Africa and Traditional Africa reveals a deep reluctance that have resulted in political stalemate since the dawn of
independence. There is a political standoff in the Modern African State since there is a deep reluctance to accept the political
legitimacy of each other. Despite the public handshake and camaraderie, there is a deep undercurrent, subterranean,
volcanic sentiments that make mutual political acceptance, loyalty and allegiance almost impossible in the Modern African
State. The strong opposing political passions fuel the flame of political intransigence, the consequences of which are
debilitating political instability and economic deterioration. UAO has identified the sources of the African Reluctance and
believes sincerely that the reluctance and its concomitant problems will dissipate with the creation of United Africa.
Below describes the nature of reluctance of Modern Africa and Traditional Africa
Inarguably, there is a strong reluctance of the Leadership of Modern Africa to share political power and economic wealth with
Traditional Africa. The Leadership of the Modern African State has decreed the supremacy of the Modern African State and is
unwilling to accept the legitimacy of Traditional Africa. The reluctance of Modern Africa to accept Traditional Africa as a
legitimate African political entity and as a powerful political block in Africa is a source of crisis in Africa.
It is quite obvious that Modern Africa has never accepted that the political power and economic wealth of Africa belongs to both
Traditional Africa and Modern Africa and do not consider the concerns of Traditional Africa for loss of power and wealth as
legitimate. The loss is a result of the amalgamation of various Traditional African States to create Modern Africa, the new
political entity that emerged from the partition of Africa, a colonial political agreement that granted inordinate political power to
one or a few Ethnic Groups of the Modern African State. In the view of the leaders of Modern Africa, the partition of Africa
decreed the subordination of Traditional Africa to Modern Africa and as such the agitations of Traditional Africa are nothing but
unpatriotic acts to subvert the new political authority that replaced European colonialism after independence. The government
of the Modern African State believes that the clamor of Traditional Africa for equality in the distribution of power and wealth is
nothing but an illegal act to disintegrate the new African State, which is the Modern African State. The result of this belief is the
reluctance of the Modern African State to accept the political legitimacy of the Traditional African State. This reluctance has
been a source of crisis and disunity in Africa.
In addition, the proclivity of Modern African Leaders to establish perpetual monopoly of state power through family dynasty,
ethnic dynasty or party dynasty has precluded many an African Ethnic Group from any beneficial participation in the politics of
the Modern African State. Because of such political desires for infinite power, the leadership of the Modern African State can
not accept democracy since it would mean the distribution of the power of the state to the component Traditional African
States. As a result of discarding meaningful democracy, the legitimacy of the government of the Modern African State has
come to rest primarily on one or a few Ethnic Groups that support the Head of State of the Modern African State. Under such
dire political conditions, it is no surprising that many a Modern African State is almost perpetually beset with serious political
problems such as tensions, crises and wars of secession. The desire of the leadership of the Modern African State to
establish political dynasty by any means whatsoever is, inarguably, a cause of political crises in Africa
Even though there is a deep reluctance of the leadership of the Modern Africa to share power with Traditional Africa, Modern
Africa, by all indication, has not rejected the indispensability of Traditional Africa as a valuable geopolitical entity since the
lands of agitating and warring geopolitical groups of Traditional Africa have resources, real and potential, critical to the
economic health of the Modern African State. The government of the Modern African State, which is normally controlled by one
or a few Ethnic Groups, is unwilling to share power with Traditional Africa but is willing to maintain permanent control of the
economic resources of Traditional Africa. Under such colonial political arrangement, unity and democracy are always
sacrificed on the altar of state security, which is nothing but coercive enforcement of state supremacy and dynastic monopoly
of power. Under such political system it is no surprising that the Modern African State is plagued with seemingly endless
security problems that take away precious national time, resources, energy and enthusiasm from much needed economic
development to unnecessary and destructive political consolidation and monopolization thus leaving in its wake untold myriad
of problems such as ethnic tensions, wars, poverty, diseases and slow development.
These problems emanating from the strong reluctance of Modern Africa, which is a major contributory cause of the frequent
instability in the Modern African State, can be appropriately addressed through the political restructure of Modern Africa to
provide Modern Africa maximum security and political allegiance from Traditional Africa. The proposed restructure is designed
to offer all African States, Modern as well as Traditional, maximum political and economic security. In accordance with the
imperative need for African political restructure, UAO proposes the Democratic Federation of Traditional Africa and Modern
Africa, which is :
The United Africa.
Undoutedly, there is a strong reluctance of Traditional Africa to surrender political power and economic resources to Modern
Africa. The Traditional African State is reluctant to accept the supremacy of Modern Africa State, and rightly so. The reluctance
of Traditional Africa is a source of crisis in Africa.
It is quite obvious that Traditional Africa has never accepted the loss of political power and control of economic resources, a
loss that resulted from the amalgamation of various Traditional African States to create Modern Africa, the new political entity
that emerged from the partition of Africa, a foreign political agreement that granted inordinate political power to one or a few
Ethnic Groups of the Modern African State. In the view of Traditional Africa, new-age colonialism, which is African colonialism
emerged from the independence of the Modern African State to replace European colonialism. The result of this conviction, is
the reluctance of the Traditional African State to accept the new political authority of the Modern African State. This reluctance
has been a source of crisis and disunity in Africa.
In addition, Traditional Africa is reluctant to expand the traditional African tenet of "The Natural Group" to include the Modern
African State because of the strong belief that the ultimate political and economic security of the traditional African society rest
solely on the unity of the Ethnic Group. It should be noted that because of the need to secure maximum security, the African
extended "The Natural Group" from the close family unit to the extended family unit to create "The Clan" and then to a much
extended social unit to create "The Ethnic Group". Ethnic security is the reason for the prevalence of strong ethnocentric
ideology in Africa and strong ethnic sentiment in the political discourse of the Modern African State.
Even though there is a deep reluctance of Africa's Ethnic Groups to totally surrender political power and economic resources
to Modern Africa, Traditional Africa, by all indication, has not rejected the political relevance of the Modern Africa State as the
Traditional African State is willing to be part of the Modern African State. Traditional Africa is willing to extend loyalty and
allegiance to Modern Africa so long as power and wealth are equitably distributed amongst all Social Groups of the Modern
African State. Traditional Africa has been waiting and waiting and waiting since independence for a mutually beneficial
relationship with Modern Africa but the long wait seems to be in vain. Fruitless waiting for equitable distribution of power and
wealth has compelled many a Traditional African State to agitate which has ultimately led to political tensions, crisis and wars
of secession.
The problem emanating from the strong reluctance of Traditional Africa, which is a major contributory cause of the frequent
instability in the Modern African State, can be appropriately addressed through the political restructure of Modern Africa. The
proposed restructure is designed to equitably share the political power and the economic wealth of Africa between Traditional
Africa and Modern Africa. In accordance with the urgent need to restructure the Land of Africa, UAO proposes the Democratic
Federation of Traditional Africa and Modern Africa, which is :
